Are you able to sell shapes with skin attached thats not created by you

Shapes and skins are separated inventory parts and are sold separately.
If you are the creator of a shape you can sell it without problems.

When you present it in your shop or on the market place you will have to show it in a skin of course so
you should make it clear that it is the shape only without the skin you are selling

IF you have the skin as copy and transfer then you can, although you should contact its creator to make a specific arrangement unless you're sure it's a freebie - in which case you shouldn't charge for it either.

As some advice though you aren't likely to make much, if anything, just selling shapes as they are so easy to make using the sliders.  Normally if anyone actually pays for a shape it's because it comes as a matched-pair with a skin they like.  Skins, on the other hand, require a lot of graphics/art skill to create and are worth a lot if done well.  In their case the shape is sometimes a free extra rather than a separate product.

Nevertheless it's fun just to have a shop so good luck if you wish to continue with that.
