If you or someone else is selling an item on SL Marketplace, and designates the next owner permissions as no-transfer, it is possible for you or someone else to purchase it "As a gift", which means one person pays for it, but the item is delivered to the person that you designate to receive the gift.

It is possible to sell any item that is currently transfer-OK for you, and designate that the next owner will have reduced permissions, such as no-transfer. 

It is not possible to make a gift to someone of a no-transfer item that is already in your inventory. Once you own it and the permissions are no transfer, then you can't transfer it to anyone else. You can't ever make permissions more open.

If you have already bought the item and it's in your inventory...no, you can't give it away.

If you are buying in world, and there is no "buy as a gift" option on the vendor, contact the store owner and tell her what you would like to buy and who you would like it sent to.  Most merchants are happy to help you out with this.
