then I must still not be getting your point, because I don't see how not making some big announcement for a changed faq is an example of their actions being inconsistent with what they have said. the faq itself just clarifies questions about how that policy applies in specific cases users where unsure or confused about, so that can't be what you mean either... maybe a different example?
