how do i create an animal avatar?

i have very good pictures of an avatar that is like a tiger thing... how would i be able to make the avatar so i am it.???

As you have probably figured out from the other two answers, it takes a fair amount of skill and experience with 3D modeling programs (not part of SL) to create an avatar like that from scratch.  Most people will either buy one from a modeler through Marketplace or a shop in-world, or will pay a LOT to commission someone to make a custom avatar.  You will find a good collection of avatars, provided free by LL, in the Library >> Clothing >> Initial Outfits folder in your inventory.  Take a look.  They're pretty cool.
