I Can not attach anything wear anything on my avatar.

All options to atach wear anything are not accesable ( attachments clothing seems to work)

The only option for any prim item is to restor to last postion.

 

This problem persists thought clearing cashe restarting viewer, ussing defualt viewer, pheonix , firestorm.

However does not persist when I log into a difrent acount.

Maybe you have logged in with your viewer in BASIC mode.  That's a stripped down mode that is fine for the first 20 minutes you are in SL, but it is missing most of the important functions that you need for everyday life here.  Log out.  When you log back in, select ADVANCED from the login screen.  You should then have all of the functions.
