why do I have to pay without having a land

You would have to ask LL about how they calculated the 12/30/2010 charge, but  according to http://community.secondlife.com/t5/English-Knowledge-Base/Billing/ta-p/700037#Section_.6, "On the mainland, billing is based on peak usage for the prior 30 days" rather than in advance.

Your tier date is fixed, its the same date each month regardless of when you buy or sell land. You must have unfortunately bought your land the day before or on your tier date. It is obviously better to buy land the day after and sell it the day before your tier date.
