No.  I have not seen this problem of 'resetting' the landing point.  Only one person on the sim, perhaps, should have the capability of setting the landing point since there seems to be a ghost on your sim.

You could set up a Telehub instead (from the Region/Estate window) and switch off direct teleporting.

That way you can remove the power for changing the landing point from all roles in the group and only Estate managers can mess with the Telehub.
