Is there a rlv collar opencollar or any other that can restrict to specific sims? I seen someone with one but I'm not sure what collar they had.

I've heard of that functionality, but I can't think of what products specifically have it off the top of my head.

It's not an overly hard thing to script yourself, the main difficulty would be providing a UI for "owners" to set which regions are allowed, and to turn the function on and off.

If I remember right, OpenCollar has an optional install app called "bookmarks". You can save the wearers current location as a bookmark in the collar menu, then add a general restriction on accepting teleport offers, and using landmarks, or restrict inventory.

Then the only way they could teleport is via the saved bookmarks in the collar.

No I haven't tried it, go experiment.

 

Only other thing I can think of that did what you were asking was from Anima Temptations,  which has an option not only to limit what regions the wearer visits, but even to require them to visit said regions at least once a day. But that wasn't a "collar"
