Can I place an object on an Open Space sim? In this case pier on open water as a scenery asset.

Question

I will soon be buying one full sim and three open space sims to be upgraded to homestead sims.  I want to develop one half of the harbor (south pier) and adjoing beach first and use the other half of the harbor (north pier)  and adjoing beach as just scenery until I'm ready to develop there too. 

Can I place a harbor pier on one of these remaining piers for scenery purposes?  We are allowed 750 prims.

I realize I may be pushing it, but is it OK to place a surfing wave generator on this same open space sim?  These generators require Havok Physics.

Edit:  Yes, I was aware of the LL policy regarding Open space sims which is fairly comprehensive, but does leave some gray areas.  It does allow 10 avatars, so I assume that such a sim could be used to transit.

I assume that since it does have 750 prims available that these would be sued for trees, or in the case of desert and ocean seascape, strewn or fallen boulders and large rocks.

Ports are often formed by stone and boulder rubble jetties laid out from the coastline. 

To be more specific about my project:

I am trying to build a 4 sim project with two beach sims, one starting out as a full sim and one as an open space sim to be upgraded to a homestead sim.  This project will also have two ocean sims, each one bordering teh west sides of the beach sims.  These two ocean sims will each have one side of the harbor wall or piers/jetties.

My first step will be to develop the south beach and pier,but I need an adequate backdrop for these two sims along the north perimeter.  I'm Ok with the northern open space sim for my beach backdrop, because I am assuming a natural beach and shoreline is within the LL use policy to do so.

However, I need a north jetty in the north open space sim so the harbor looks right.  In time, it will be a mute issue, because both north sims will be upgraded to homesteads.

Another challenge which creeps in is the inability of sim developers to reserve space for future sims.  Buying all 4 sim sassures me that I will have the room I want for my 4-sim project, which if successful will devleop into a 20 sim project which will eventually be 2 fulls sims, 12 homesteads and 6 open space sims.

I'm hoping I will be able to buy up all of the sims I will need ahead of time without being hampered with the expense and bother of moving an ever-growing group of sims to new locations on the grid.

It's just to bad that LL couldn't work with customers on this issue.  The unique situation regarding my project will mean that I will be bringing in mostly new Second Lifers, which would be a benifit to all.

At the rsik of my own credibility I will tell you that I have mapped out beyond this project some 112 sims.  Pehpas 10 years from now such a project may not be so unusual. but I am person with a vision which at this point seems to be beyond the operational scope of Linden Labs.

Oh well, I guess for now, I'll just have to be thankful if my 4-sim project works out, I just wish I could get a little more help and cooperation on this. 

No sour grapes here, because I realize LL may have had bad exepriences in the past with 'reserved space' policies. 

I'v e only been in SL for one year, but it has been one of the most fascinating years of my 64 years on the planet.  I plan to spend most of my remaining years of First Life in Second Life!

Hello Doc. According LL, openspace Regions are a type of Private Region intended for light use such as water, hills, or forest.  They are not intended for building, home rentals, or events. For more details please check out the following link before you buy them.
