I cashed out today and it was removed from my hud but was not credited to my account. I relogged a couple of times but still no credit. So I came here and found billing maintenance which stated that "Residents may be unable to use the cashier or to make purchases. Please watch this blog for updates." Then send them both IMs and notecards asking for help. You can also send messages to them directly on Facebook, and I assume on Twitter.
