Question : How to force bom layer order?

So I'm having an issue with 2 layers.  Basically layer 1 is loading after layer 2.  

 

So head hair layer loads then face skin layer, hiding head hair.  

 

No matter what I have tried I can get these to reverse, but if I manually unload the hair  then reload it, it shows up correctly until it's unloaded again.

 

Any ideas on how to force order of loading to stop this from happening.

Go into edit outfit.  It will show a list of what you are wearing and arrows to the right.  Move the skin below the hairbase and the save.

With universals, the order they are worn is the order they layer.
