private region maintenance fee?

is the $175 land use fee cost included with the private region maintenance fee? or are they seperate; would i have to pay $175 + $229 maintenance fee to own a private region?

The $175 is for regular Mainland and does not apply to Private regions.  The $229 is the Private Region Monthly fee.
