There have been a few problems with the system lately, especially if you are outside of the US. One way that seems to work for some people is to do it in 2 stages.

First go to https://secondlife.com/my/lindex/manage_balance.php? and buy some US$ credit for your SL account.

Then go to https://secondlife.com/my/lindex/buy.php and buy L$, it will use the account credit to pay for them instead of charging your usual payment method.

The other alternative is to use one of the other approved exchanges http://wiki.secondlife.com/wiki/L$_Marketplace
