Is it possible to cancel Best buy L$ and correct rates?

I did a best buy thing and now I'm just waiting for it forever

I afraid there was more than 10 days and it was my mistake, can  I cancel it and re-apply with another rates?

yes, and this is told hundreds of times on these forums, or in the knowledgedbase

 

go to your account page

click the "manage"button next to the "buy" there you see the order history and you can cancel it.

Your money will be refunded on your USD balance, not back to your CC or paypal/skrill. The amount on the USD balance will be taken next time you buy or have to pay fees.
