Are there any additional Land use fees when building a skybox?

I am considering buying land to place Skybox that will be used as a private sandbox.  Are their any additional landfees with the addition of a Skybox or is the tier only for original land?

No.  You pay for the parcel with your tier.  You can go as high as you like (within some limitation, of course) Same price.

2048sqm = $15 permonth regardless of how high you are.

If your tier is being paid to Linden Lab then it's dependent upon the size of your parcel or how much land you're donating to a group.

If the size of the parcel or group land donations isn't changing, then you should see no increase in fees, you can put prims in the sky happily.

As long as you are within your prim limit and dont require additional land your tier should not increase.

When you buy or rent land you own all the space up to 4096m, imagine it like a huge box of space rather than just a flat surface and any prims rezzed in that "box" will count as being on your parcel.
