I can not attach a Visa Electron, my account

This is a resident-to-resident Answers site.  Lindens never come here.

The VISA Electron card is acceptable for non-US residents.  When you register it with Linden Lab, they send a verification message to the card issuer that will show up on your card billing statement as a $1 charge, even though no money has actually changed hands.  If the verification was successful, the card issuer will send Linden Lab an immediate reply which will show up on your card billing statement as a refund of $1.  If the issuer does not send a reply, then the registration was not successful.  You have not really been charged $1, but the card is not approved either.  I suggest removing the registration information and trying to reinstall it.  If that still does not work, you can call the Linden Lab billing team at the following toll-free numbers at any time 24/7:
