When will Linden Lab allow users to change their usernames?

Never.  That decision was made in 2010 and is not likely to ever be reversed.  It was not a popular decision, but SL is not a democracy in which residents decide how things are to be run at the macro level.

If you really don't like the name you chose, the smartest solution is to create an alt and give her a better name.  Then you may either retire your original account or -- smarter -- use it as a backup for those quiet times when you would rather not have other people know that you are logged in.
