It looks like Bianca answered your question.  You bought more land, so your tier went up.  If you abandon some of the land, your tier will go down next month, but not today.  The Land Use Fee is a monthly charge for the maximum amount of mainland land held during the previous 30 days, including actual parcels held and land tier donated to groups.  The land fees are always calculated from the maximum amount of land that you own during the month, even if you only owned that maximum for one second.
