I agree with Freya.  Coping that avatar is not a good idea.

That said, the overall look is not to far from things you could buy in the market place.  Short hair is everywhere, find some tights and a duster you can tint.  And there you.  It should be different enough to not infringe on copyrights but close enough that people will know what inspired it.
