I can't buy L$ . I am told that there is a problem. Anybody else having this issue?

I am a long term member of sl, not permium, though..  This is the first time I am told there is a problem buying L$. Any suggestions?

 

There was a problem charging your payment method.

 

This is the error I get.  I have used the same paypal account for years..no problem..now this. 

 

There have been no changes in billing information.  I am not using a prepaid card or debit card.  This is the same paypal account I have always had but now there is a problem
