Are you allowed to run scripts there?  If not, your HUD won't work.  Look at the top of your screen and see if you see a script icon with a circle and slash.  If you do, you can't run scripts there.

You changing clothes there is probably a lag problem.  Try putting on the clothes you want then relogging.  Chances are you will see them.

If scripts are turned off, try flying up to about 100m or so.  They will run while you're up there, and you can change things.
