how do i disable dictation

Dictation?  Have you been using a third party program that converts voice to typed chat?  If so, whatever you need to turn off is probably in that program.  Second Life does not have a native "dictation" feature.

Oh, THAT!   That's your debug console.  Toggle it ON or OFF with CTRL + Shift + 4.  You may need to have your Develop Menu (CTRL + Alt + Q) enabled first. (And you may need to enable the Advanced Menu --- CTRL + Alt + D --- before that.)
