how do i make tp effects

would like to learn how to make tp effects that i can use when i teleport

What sort of effects?  Do you mean a particle display of some kind, with sparks, a cloud of smoke, a flash or light, or a spray of rose petals?  You can do all those things with particles, and it takes only a mild, introductory grasp of LSL scripting.  Visit the Particle Laboratory in world at http://maps.secondlife.com/secondlife/Teal/196/47/301 .  Plan on spending hours playing with the tutorials and experimenting in their sandbox.  They have a collection of free starter particle scripts that you can modify until you get what you want.  Most scripters in SL started learning about particles there.
