Are parcel screens allowed on Mainland?

Yes, they are.  Try asking him politely to texture your side of the screen with a full transparent texture, like the one in his Library >> Textures folder so that you won't see it.  His side will be unaffected.

ETA: It occurs to me that he might have put up the screen because he doesn't want you to look at him.  You might remind him -- politely, again, of course -- that he could open World >>> About Land >>> Options and UNcheck the box that says Allow Residents on other parcels to - See and chat with residents on this parcel.  If he does that, nobody will be able to see him unless they actually enter his parcel.  He can prevent poeople from entering the parcel by using a security orb, which is far superior to setting up ban lines (and nowhere near as ugly).
