Can't rez object 'KittyCat14' on parcel but 18 prims are available

Why do I get this message " Can't rez object 'KittyCat14' at { 113.441, 74.5677, 3001.38 } on parcel 'Harrie's High Home' in region Lutaldo because the parcel is too full"  but when I go to About Land -> Objects, it says I have 18 out of 117 available and have used 99.

Hi Harrie,

Go to a public sandbox and rez the KittieCat. I'm going to guess it's more than 18 prims. You have only 18 available.
