I'm not aware of plans for full blown viewers on either platform.

The "pay for" viewer you mentioned might actually be Bright Canopy's streaming service, which has popped up since the departure of SL Go. They're having a difficult time making a go of things, and have closed membership as they try to sort things out. You can find out more about their woes here...

I've never tried it on my Android phone but Lumiya works a treat on my Nexus 7 tablet.

It's not as good as a real viewer on a PC or Mac, of course -- you can't build with it, for one thing -- but the graphics are surprisingly good and if you just want to come in world for an hour or so to hang out with friends, it's great.

I was in and out of hospital for much of 2013, and I was really glad to have it.   

You do have to pay for it, but it's a one-time fee and costs about the same as a decent cup of coffee where I live.
