Stuck at "requesting region capabilities"

sounds to me there's something with your connection, might be firewall and /or  router

Be sure you allow all communication between your pc and the servers/internet,

 

Did you try a reset of your modem/router?

shut down pc, take power off from your router/modem (totally off... pull out the plug) wait for about 10 secs and reconnect the router, wait till it's fully operational again and than restart your pc.
