I want to know why SL GO is not functional in any country of Latin America and Caribe, and if the same will happen with Moderworld.

Because it is a beta application offered by OnLive, not by Linden Lab, and they have made it available initially in only a limited market.  To quote Linden Lab's press release:

"For the time being, SL Go is available to users logging in from the US, Canada and the UK. OnLive plans to expand the service to other locales in the future, so if you are interested in having SL Go in your region, sign up here. The company is also pursuing an iOS version of the app. You can sign up here to be notified when it is released."

It's junk.  Never worked and now Sony bought it, LOL  It may work In Japan
