Changing Stream Access List and general About Land

My mom just bought or rented an estate (idk proper term) and she added me as estate manager but I cant change the stream or access anything under About Land. Any particular reason why? I can do everything under Region/Estate but no dice in About Land. I really want to change the stream.

the land must be deeded to a group then the proper permissions set in the group.
