I am the owner of 300 sq.ms. of land in Specter, i want to complete the amount of 512 sq.ms. accoprding to Lindens Terms of Service,

Should I abandon the land and then, how could I get the new one and where is it located.

That's entirely up to you.  Unless one of your neighbors is willing to sell you 212 sq m. of land, though, you are probably better off selling or abandoning that 300 sq m parcel and shopping for another one.  Buy a new 512 sq m parcel of land the same way that you bought the one you have now.  Look for ads on the forums or in world, or highlight land for sale in your minimap as you wander around SL.

There is absolutely nothing in the TOS about owning 512 sq m of land, BTW.  I don't know where you got that idea.  You don't have to own any land at all unless you want to.
