How do you add trees to sim surrounds?

If you're talking about off-shore islands or distant off-sim mountains, you add anything to them the same way you add things anywhere.  Rez them and link them to the surround.  As long as the surround's root prim is inside your sim's boundaries, it doesn;t make any difference where its linked parts are.  So, if you want trees out there, link them to it and then move them around as if they were anywhere else on your sim.   (Incidentally, when you sit on an object, you become a child prim in the object's linkset.  That means you can sit on an offshore island if there's a sit target out there. I have even put dance balls out there on my offshore islands.)

I doubt that you are talking about a large privacy screen that surrounds your sim, BTW, but if that's what you mean, the only way to add trees to it is to redo the texture in GIMP or Photoshop or whatever.
