It's the price to become the new owner of the land, paid once.

You are however still subject to monthly tier fees:

Cost Sq. Meters Amount of Land
USD 195.00/ month 65,536 Entire Region
USD 125.00/ month 32,768 1/2 Region
USD 75.00/ month 16,384 1/4 Region
USD 40.00/ month 8,192 1/8 Region
USD 25.00/ month 4,096 1/16 Region
USD 15.00/ month 2,048 1/32 Region
USD 8.00/ month 1,024 1/64 Region
USD 5.00/ month 512 1/128 Region
USD 0.00/ month 0 0/128 Region

No matter if you own, buy, rent, win an auction for land, you will *always* have to pay the tier fee (monthly if renting directly from LL, or weekly when renting from a private estate agency)

To buy mainland parcels, you must have a premium account. The premium account fee is US $ 9.95 / month or else $22.50 / quarter or else $ 72 per year. The premium account includes 512 m of tier at no extra charge. So once you have a premium account, you can buy up to 512 m of land at auction (or in world if the land is for direct sale) and pay only the initial purchase plus your premium account fee. If you buy more land than 512 m you will have to pay an additional monthy maintance fee (called tier). Premium accounts have some other benifits, such as access to premium sandboxes, premium wilderness, access to live chat help, and ability to file a wider range of help tickets than a basic account can.

You do not need a premium account if you are renting land from a landlord (another resident). In that case, you would pay rent to the other resident every week. The main advantage of renting is the landlord usually maintains a theme. Most rentals are on private islands, although there are some mainland landlords who rent parcels.
