How do I accept the Terms of Service in my Dashboard?

You don't.  You accept them in your viewer, the first time you log in after you join Second Life.   If the viewer screws up and doesn't let you see the TOS or show you the Accept button, the best trick is to install a different viewer and log in with it instead.  (Personally, I recommend Firestorm, but there are many other choices.)  Then accept the TOS and decide whether to stay with the new viewer or go back to the first one.  You only need to accept the TOS one time.  After that, you're in forever.
