The easiest way is to build a new, fake wall on top of the existing one, using a very thin prim, sort of like wallboard or thick wallpaper.  Then apply a cute texture to your fake wall.  The advantage is that you don't have to take the chance of retexturing the landlord's walls irreversibly (assuming that you even have the perms to do that).  The disadvatage is that each prim counts against your total prim allowance, so you can't do a lot of it, or you have to do it very wisely.

If you do have permissions to retexture the landlord's walls, be extremely careful.  There are no do-overs in texturing.  Once you have wiped out your landlord's favorite wall covering, you won't be able to replace it. A single prim can often serve as the wall for two or more rooms, so you can screw up royally by retexturing more than you bargained for.
