+/- 40m Land Question

I believe the max for most mainland is +/- 4m.  Other than that, there are the mainland areas that do not allow any terraforming.  Below mentions Da Boom so there is prob a list out there somewhere :)

Actually, there are some very rare manland SIMs that allow terraforming +/- 40 meters. They are some of the first SIMs to come online on the grid. Most of them that I'm aware of are a distance to the east of the welcome area and sand boxes on the Morris SIM.

As an example, visit the SIM of Varney (which was one of the original 12 SIMs to come online).

No, unfortunately I don't have a complete list of all the mainland SIMs which allow +/- 40 terraforming.
