Well it's only your house in a rather loose way, it's owned by Linden Lab (Governor Linden) and you have the use of it while a Premium member for as long as you want it or change to another Premium home.

Click the control panel inside the entrance door to open a web site where you can make some basic decor changes.

You'll have to tell us more on why you can't add anything inside. What happens when you try to rez items? Maybe you have already reached your 117 prim limit for the home and can't rez any more. Use low prim furniture and other items insofar as possible or you will quickly run out of available prims. Outside you can only rez items within the confines of the home base, beyond that is Linden land with no build rights.

If you want total control over what your house looks like, don't live in a Linden Home.  Those are starter homes that you are not allowed to modify.  You may use your 512 sq m land fee waiver to apply toward land elsewhere on the mainland, or you may rent land anywhere in SL and build your own house.
