prim"cost" v/s 32 prim vehicle limit

On a Phycial vehicle sculpt Airplane.........I  needed  to set ... some of the sculpt prims (type of prim ) to "none" so  that the sculpt "box"  does not drag the ground on those prims.  

The actual number of prims is 31. However....this increases "Prim COST"  to 51 ,     And now i get the error message  vehicle physics  can not be enable  because   of more than 32 prims !!!!

Why is  prim cost being counted as part of vehicle physics  count........Im only using 31  actual prims..

This is   a mistake    for  prim COST  to  prevent vehicle Physica    when actual number of Prims is only 31.

 Has this  been reported as a BUG?   any one know..? Has a Jira been  submitted to correct this?

The Land Impact of an object is calculated by taking the object's physics weight,  its download weight and its server cost and using the highest value.   See the article Calculating Land Impact for further details.

The important number for a vehicle that uses the mesh accounting system is the vehicle's physics weight, not its land impact.   That is, you can have a vehicle with a LI in the 100s if you want, so long as the physics weight is 32 or less.

So you need to get the physics weight of the vehicle down below 32 -- forget the LI.   

What I would do is, first, make sure the whole object is set to the physics shape type Convex Hull, and then set the sculpted prims to type none, so they don't drag on the ground.  

Setting the whole vehicle to Convex Hull is important, because a lot of complex prim shapes have a far higher physics weight as prims than as convex hull.

Then check the vehicle's physics weight by using the More Info link on the build tab, under the LI number.  If it's over 32, then use edit linked parts to set objects like cut or twisted toruses and spheres to prim type none, too.   They're the expensive items in terms of physics weight.    The Land Impact may or may not change -- but don't worry about that.   It's the vehicle's physics cost you're trying to reduce.
