Changing just the eyes rather than whole face on avatar

Yes...maybe.

Skins are painted all over, including the makeup.  You can't change just a part of the skin except in two very limited cases.  One, if the skin is full permissions, and you have the templates for it to paint it yourself in Photoshop or GIMP.  Eloh Eliot has a number of free skin and template sets like this.  Or two, if the skin is semi-transparent, as a very few are, you can adjust the makeup using the Appearance makeup sliders.

Both of the above are "special cases" and probably don't apply in your case.  However, if you buy a skin that has no, or very little, makeup on it you can apply individual eye, lip, and cheek makeups using makeup tattoos.  These are available from many vendors.

You can go to the place that made your skin and try to find a version of that design that has less eye makeup. Skin makers usually give each skin "family" a name and have a number have a wide range of makeups available that are variations of that basic skin type. As Lindal said, you can add makeup to a "plain" skin with tattoos.

Many skin creators are now offering "layers" for make-up that you wear. These are on the tattoo layer and will cover the existing makeup and replace it with a new look. You should see if there is a demo of the make-up packs to try on your skin before you buy it, if the make up pack is not made by the same creator as the skin, it may not fit the painted shape of the skin. This would be my recommendation on fixing the look around the eyes. The packs that are offered generally are for lip gloss and for eye makeup
