I am an excellent programmer, which makes LSL scripting and RLV quite easy for me.  I enjoy messing around with RLV, however there is one noticeable command missing from it:  The ability to restrict someone's ability to offer a TP to another.  I'm not sure that you folks are the correct place to ask for this, but I'm not sure where the correct place is.  I can be reached at kyleflynnresident@gmail.com or online as kyleflynn.  Happy SLing.

The main RLV specification is from Marine Kelley's Restrained Love viewer.  RLVa is done by Kitty Barnett (I believe) and is an extension of the main RLV spec.  If you think a capability is missing, I recommend talking to them about the possibility of adding it.

I've asked Kitty Barnett, who makes RLVa, about this, and she confirms that -- at least in RLVa -- @showloc=n stops you sending TP invitations to people UNLESS they can map you (in which case they get an invitation but it doesn't say where to).

I'm not sure what the situation is in Marine's RLV (I think it may depend on the version) but @showloc=n seems to be the one to explore, since it will work in many, though not all, circumstances.
