No Premium account and 12.24 billing rate - what does it mean?

I wanted to close my Second Life basic account and there appeared such an info:

 'Your billing rate: USD 12.24 Basic*'

I read this forum in the case above, does it mean that this billing rate says how much it will cost if I wish to undelete the account?

So, it doesn't mean this bill is for deleting account but undeliting - when I would like to change my mind and have it back after deleting? Oddly written..

My current status: 'Cancellation pending. Account goes on hold: Monday, 04-21-2014'

On a Basic account, you should not be being billed for anything.  There is no fee for deleting an account.  You should call Billing and inquire about this.

According to the LL Accounts Overview page,  "there is a US$9.95 reactivation fee for restoring an account."   If you live somewhere VAT is charged, at 24% (Finland and Romania in the EU) that might explain the $2.39 difference (24%).

Why should I call? Is it my problem? I didn't want to restore the account - I wanted just to close it. And it is free as far as I understand. So, when it will be closed?
