No. Your paypal account has to have a credit card as a backup. See here about setting Paypal as a payment method.

The two methods that LL accepts are using a major credit card directly, or using a verified PayPal account backed up by a major credit card.

If you can't do either of those, you can still purchase $L on a reputable third party linden dollar exchange website.  I have used VirWox with good results...but I don't make any guarantees.  Any third party exchange you use should, at a minimum, be using the Linden Lab Exchange Risk API.  NEVER buy $L on eBay or from an individual.

List is not updated but most of them still work and all had RIsk Api so you can trust them.
