Is this just premium accounts only? back when I used to play, ALL accounts received a weekly stipend.

Also, is it still paid on a Tuesday?

It's been a long time since I've been here! wow.. feels good to be back though! 

Just a quick question, do avatars still get weekly stipend nowadays or has this all changed?
