Good place to check if there is issues or maintence going on is the grid status page. Alot of maintence tends to happen on Tuesday and Wednesday of each week. And Yes there is current maintence affecting the concierge phone support. I would wait until you get ahold of concierge before you continue to attempt making payments.

If you are old enough to be in Second Life by LL Standards (Age 16) then you are old enough to purchase land threw an estate owner on their private estate or rent from a landlord on mainland. The landlord may have thier own terms and conditions regarding the ages that are allowed to rent from them and restrict you to only renting on their General rated sims.

You've already done the most you can do for them by creating a role and giving them special tags in the group that the land is deeded too. You can not permit 2 groups to rez on the same parcel of land when the land is deeded to one of those groups. The only way they can rez with their group tag is to leave "building" in land settings for everyone "on" but being a landlord myself I know this is not a brilliant option especially on mainland. Unfortunately, what they are requesting is only able to be done on a non-deeded piece of land set to their group or a piece of land deeded to their group.

if you are the owner of the region, go into your dashboard on sl.com > land manager > my mainland ....and find the parcel there by guessing where you think close to the middle is and you can find the exact coordinates of the middle under your list of parceled land.
Even if its not mainland you can still find the exact coordinates of the middle there for your private estate
