It may well be handled in a way that's unpleasant and unfair, but it's not breaking any rules. So you can't report them. About all you can is make sure you anti-recommend the place to your friends, by telling them about your experiences. And you could suggest alternatives you thought were awesome instead. The only thing you can report them for is a violation of the TOS. They are allowed to boot and ban anyone for whatever reason or even no reason and don't have to explain anything.
