How does one find someone to play children with established identities?

I have prim babies that I am interested in having "grow up".  How does one find people willing to RP children with established identities?  I looked at adoption agencies but that doesn't seem to be the way to go.

I am curious why you feel that looking for a child at adoption agencies doesn't seem to be the way to go. 

Making Adoption Wishes Come True over at Everlasting Family sim seem to have a good success rate.  They have boards detailing children of all ages, teens, adults, from all types of lifestyle groups.  You can place a board too, so that child avatar roleplayers can choose the parent they like too. 

I really would have thought this was the best way to be matched to your ideal family, whether you are looking for children, parents, or siblings.
