Unable to write data: error:140D00CF:SSL routines:SSL_write:protocol is shutdown

I'm trying to upload a profile pic I made for another charater and I either get that error or the Accessdenied against policy or something of the nature I'm beating my head agianst a wall and I'm starting to bleed anyone have a bandage? I've tried Jpg and png interlaced and not and I keep getting either one of the two errors I've been working on something that should of taken me 20 minutes to something that is now taken me 5 hours literally plz help
