I just added a credit card on my Second life. But in game, it says that "No Information on File".

Do you want the fastest or cheapest solution? This seems to be an issue with the Local Payments system and I had it happen to one of my alts, too.

1.) Fastest solution: Buy a few Linden Dollars so your account gets the status "payment info used".

2.) Cheapest solution: Wait and hope https://jira.secondlife.com/browse/CTS-741 gets fixed.
