Welcome to Second Life Answers, Peter.

Take a look at your transactions history to see who you have paid for this land, then you will be able to contact them and find out what the problem is.

It maybe that the region is temporarily out of action, either because of a LL restart/update, or the sim owner might be carrying out some routine maintenance, or they may have forgotten to give access to everyone.
