Credit card info required to upload mesh?????

Can someone please explain why i should need a credit card to upload mesh textures? If its a texture i made and i have the L$ required, why should LL require that i have payment info on file in order to upload mesh. It seems to me it will give credit card holders an edge over everyone else. There are people all over this planet on SL that dont have bank accounts or credit cards and are going to be unable to express their artistic abilities in mesh.

any payment info will do... this was done to so that people bringing in stolen content can be tracked and shut down.
