Alright, looks like I figured it out. I've been working on this since last night and turns out I had to do a complete uninstalling of my GPU drivers, cleaning the registry and all of that. Old drivers and residual files left-over caused some conflicts and glitching so now the new driver works perfectly. Encase this happens to anyone else now you know it might just be this that's the issue.

 

Edit: At least I thought I fixed it...
